Beijing upgrades overseas comprehensive service platform

In a major push to facilitate the global expansion of local enterprises, Beijing has unveiled an upgraded and comprehensive digital service platform, offering a centralized hub to help businesses navigate the complexities of international markets.

Launched during the recent 2026 China International Fair for Trade in Services in Beijing, the Beijing Overseas Comprehensive Service Platform has transitioned from a basic information directory into an interactive, one-stop ecosystem. It is designed to cut red tape and reduce the friction companies face when investing or operating abroad.

As Chinese companies increasingly look beyond domestic borders, they often encounter hurdles related to fragmented information, unfamiliar foreign regulations and complex approval processes. Addressing these challenges, Tang Wenhong, vice-mayor of Beijing, noted that the upgraded platform pools essential resources — ranging from policy compliance and risk management to financial services and market matchmaking.

Yang Shuo, deputy secretary-general of the Beijing municipal government, added that as the city accelerates its high-standard opening-up, local outward investment, international engineering contracting and labor cooperation have flourished. This growth has significantly boosted international supply chain cooperation, making a robust support system more critical than ever.

Instead of navigating multiple government and private websites, companies can now rely on a single portal tailored to their specific business needs. The system categorizes operations into four main activities: outbound investment, cross-border trade, international engineering contracting and outbound labor cooperation.

The platform's user experience is built around a streamlined workflow. For example, if a company plans to invest in a specific country, the system instantly generates a consolidated dashboard. This page displays relevant investment guides, local legal frameworks, risk alerts and a curated list of service providers. From there, users can directly click through to government channels for administrative approvals or connect with professional agencies for legal and financial consulting.

In terms of scale, the digital hub now aggregates data on 206 countries and regions across five continents. It features 10 core functional modules and 46 specific columns, housing nearly 300,000 pieces of actionable information. Furthermore, it has successfully onboarded over 230 professional agencies across 12 sectors, effectively creating a closed-loop service that supports a company from its initial market research to final project execution.

To ensure the platform has robust institutional backing, a series of strategic partnerships were signed during the launch event. The China Council for International Investment Promotion and the Beijing Municipal Commerce Bureau signed a framework agreement to jointly optimize the overseas service network using their respective resources.

Financial support was also a key focus. Cai Xinghua, president of Bank of China Beijing Branch, detailed the bank's commitment to empowering globalizing enterprises. He highlighted their "single-point access, global response" mechanism, which focuses on cross-border financial product innovation, deepening cooperation with international multilateral institutions and promoting the international use of the renminbi.

Additionally, an outbound service alliance was established by 24 founding institutions. Representatives from major entities, including Bank of China, China Export & Credit Insurance Corp and global consultancies like Ernst & Young Hua Ming LLP, pledged to share resources and provide specialized support for expanding businesses.

Looking ahead, Beijing plans to further align the platform with the requirements of the 15th Five-Year Plan (2026-30). By focusing on the diversified and personalized needs of outbound enterprises, the city expects the platform to serve as a crucial stepping stone, fostering a more resilient and globally integrated local economy.
